What the India-EU Trade Agreement Means for Indian Exporters to Türkiye
The India-EU FTA is concluded but not in force. What is confirmed, what is only expected, and how the EU-Türkiye Customs Union may touch Indian exports.
Short answer: The EU-India free trade agreement has been concluded but is not signed and not in force [1][3]. No official document says Türkiye will give Indian goods lower duties because of it. The EU-Türkiye Customs Union requires Türkiye to follow the EU's external tariff and to align with the EU's preferential regime, which is why Indian exporters ask the question [6][7]. Türkiye's Trade Minister has said Ankara has no plan to cut duties toward India [8]. Treat a lower Turkish duty as possible, not planned.
What is the status of the India-EU agreement?
The European Commission states that negotiations concluded on 27 January 2026 [1]. On 11 September 2026 the Commission sent its proposals on signature and conclusion to the Council [2]. The next steps are Council adoption, signing, European Parliament consent and a Council decision on conclusion. The agreement takes effect only after India also ratifies it [3]. The Council document covers tariffs, customs, technical barriers, services and digital trade, and does not mention Türkiye [4]. India's Commerce Minister said on 14 July 2026 that he expects it to operate in the first quarter of 2027. That is a target, not an official date [10].
How does the EU-Türkiye Customs Union work?
The customs union has applied since 1 January 1996 under Association Council Decision 1/95 [15]. It covers industrial goods and processed agricultural products, and Türkiye's Ministry of Trade describes alignment with the EU's preferential regimes as ongoing [6]. Türkiye adopts the EU Common Customs Tariff for third-country imports [14]. Under Article 16 it must align progressively with the EU's preferential regime and negotiate its own agreements with third countries [7]. The Ministry reports 38 free trade agreements signed and 22 in force [6]. Third countries are not obliged to give Türkiye the same access, and the union does not cover services [9].
Will Indian goods enter Türkiye at a lower duty?
One argument, reported from the think tank GTRI, holds that Indian goods entering the EU at a preferential duty could move on to Türkiye without further tariffs [13]. We found no official text that confirms how Turkish customs would treat such goods. Neither the Council document nor the Commission's chapter summary mentions Türkiye or customs union countries in the origin rules [4][5]. In remarks published on 1 February 2026, Trade Minister Ömer Bolat called reports that Ankara would lower duties toward India "completely unfounded", said Türkiye has "no such agenda or planning", and said any trade diversion would be monitored with measures taken if needed [8]. Today Indian goods face Türkiye's own tariff, and Türkiye sometimes adds duties on specific products from India [12].
Which product groups are most exposed to change?
India's exports to Türkiye were USD 4.54 billion in 2025-26, down from USD 9.61 billion in 2022-23 [11]. The leading lines in 2025-26 were iron and steel (USD 446 million), auto components (USD 302 million), telecom instruments (USD 217 million), man-made yarn and fabrics (USD 212 million) and electrical machinery (USD 190 million) [11]. These are industrial goods, so they fall inside the customs union and are the groups any change would reach. We have not compared Indian and Turkish tariff lines product by product, so we cannot say which would gain.
What does the arrangement not cover?
The customs union leaves out unprocessed agricultural products, which follow a separate preferential agreement, and Türkiye sets its own agricultural tariffs [14][12]. Services are outside it as well, and proposals to modernise the union would add them [9]. Inside the EU-India text, the EU made no concessions on sugar, ethanol, rice, beef, poultry or honey [5]. Indian rice therefore gains nothing in the EU, and nothing automatic in Türkiye. A separate geographical indications agreement is still under negotiation and is not part of the text [1].
How soon could anything change?
The earliest date is the entry into force of the EU-India agreement, which officials target for early 2027 [10]. No signing date has been published [3]. A Turkish step would come after that, and the Trade Minister has ruled out one for now [8]. A German research institute (SWP) judges that tangible trade effects are unlikely before 2030 [9]. The early-2027 target also depends on both sides completing their approvals [10]. Quote Turkish buyers at today's duty and treat any reduction as an upside.
